As I understand, that Dale at Bury is a guy who deals in bankrupt businesses. So any money given or a buy out is his plan to win cash. I may be wrong but I saw some articles alluding to that. Therfore who would want to pay him out if they have a business ethos. I expect with that fan base they reform and start a few leagues down and go again with a trust like others have. The council also need to try and protect the ground from development.
